Why a drivers license cannot be used to verify identity

Early in the coding of Mass Address, I decided not to use Drivers Licenses as a method of authentication for a persons identification. Why?
I figured the DMV would be a place primed for corruption. Also, a drivers license is not a sole source element of identification. It is produced after other source elements are presented.
All it takes is one corrupt DMV clerk to undermine the trust of the entire drivers license database.
It didn’t take long for my theory to be validated.
